Thanks for your question. OK, so, let’s start with comparing ‘qualification’ and ‘certification’. A ‘qualification’ is something official that shows you have successfully completed a training course and have the necessary skills and knowledge to do something.

His college qualification means he’s now able to work as an electrician.

Now, ‘eligibility’ is related but a little bit different. It’s usually used when checking that someone or something has the necessary qualities or conditions for something.

“Eligibility” 的含義也和 “資質” 有關，不過和 “qualification” 或 “certification” 有所不同。“Eligibility” 通常指的是 “做某事所必須具備的資格或條件”。就比如說，在申請就讀英國大學時，學校往往會審查申請人是否具有 “eligibility（申請資格）”，例如 “具有一定的英語水平” 或 “具備相關學科的學習經歷” 等等。來聽一組例句。
Examples
The college had to check my eligibility for the course before letting me enrol.

The charity has eligibility for extra funding next year.
